The NZQCF: A 10-Level Map Every Migrant Should Read

Every quality-assured qualification in New Zealand has a coordinate: its NZQCF (New Zealand Qualifications and Credentials Framework) level. That single number decides how many SMC points your education is worth, whether you meet Green List requirements, and how long your post-study work visa lasts. Understand the 10 levels and whole sections of immigration policy suddenly make sense.

Three structural facts:

  1. Outcome-based: each level describes what a graduate knows, can do, and can apply: not simply years of study;
  2. Dual quality assurance: non-university providers are quality-assured by NZQA, universities by Universities New Zealand: anything listed on the framework carries institutional backing;
  3. Micro-credentials span all levels as a newer, short-form skills certification.

2. Three confusable pairs

Graduate Diploma (level 7) vs Postgraduate Diploma (level 8)

  • Graduate Diploma: a conversion bridge for existing degree holders: undergraduate level, 120 credits (≥72 at level 7);
  • Postgraduate Diploma: postgraduate-level study, 120 credits (≥72 at level 8), laddering into a master’s. Course names look similar; the level number never lies.

Bachelor’s (7) vs Bachelor Honours (8)

  • Honours = one extra research year for high-achieving graduates, or an integrated 4-year professional degree (law, engineering);
  • For a research master’s (by thesis), honours or a postgraduate diploma is effectively the standard entry ticket.

Postgraduate Certificate (60 credits) vs Postgraduate Diploma (120 credits)

  • Both level 8; the certificate is the “halfway” version, and both can feed into a master’s.

3. How levels feed immigration policy

Overseas qualifications need an IQA mapping to an NZQCF level (unless on the LQEA exemption list). An IQA that recognises a level without full comparability scores a tier lower: see our NZQA/IQA guide.

Green List qualification requirements: many listed occupations specify “NZQF level 7 bachelor” or “level 4 certificate”: without the level, no amount of experience satisfies the Straight to Residence or Work to Residence conditions.

SMC Trades and Technician pathway (from 24 August 2026): requires a level 4+ qualification; NZ qualifications need at least 120 credits, overseas qualifications just level 4+ (no credit requirement) with an IQA.

Post Study Work Visa: eligible qualification levels and visa duration are directly linked; sub-level-7 programmes face field-of-study relevance rules.

4. Credits at a glance

  • Standard conversion: 1 full-time year ≈ 120 credits;
  • Bachelor’s: typically 360 credits (3 years);
  • Master’s: 120–240 credits (a thesis master’s usually has ≥90 of 120 credits in the research project);
  • Honours: +120 credits at level 8 after the bachelor’s;
  • Credits from recognition of prior learning (RPL) do not count toward the 120-credit rule in the SMC trades pathway.

5. Planning advice

  • Pick the target level before the programme: aiming for 6 SMC points means level 9–10; aiming for the trades pathway means at least 120 credits at level 4;
  • Check the LQEA first: qualifications on the exemption list skip the IQA entirely; otherwise start the IQA early (weeks to months of processing);
  • “Honours” is worth real money: if research or a PhD is the plan, aim for the honours track from your bachelor’s days.

Frequently asked questions

Are the NZQF and NZQCF the same thing?
Essentially yes. The NZQF (New Zealand Qualifications Framework) has been the unified framework since 2010; it was recently renamed NZQCF to include credentials (micro-credentials). The 10-level structure is unchanged: certificates at levels 1–4, diplomas at 5–6, bachelor's at 7, honours and postgraduate diplomas at 8, master's at 9, doctorates at 10.
How do qualification levels affect migration points?
Directly. Under SMC (from 24 August 2026): a level 10 doctorate scores 6 points, a level 9 master's 5 points, a level 7 bachelor's 5 points if completed in New Zealand or 4 points if completed overseas. Overseas qualifications must be mapped to an NZQCF level through an NZQA International Qualification Assessment (IQA) unless they appear on INZ's List of Qualifications Exempt from Assessment (LQEA).
What is the difference between a bachelor's and an honours degree?
A bachelor's degree sits at level 7; a Bachelor Honours Degree sits at level 8: either a one-year research-intensive programme for high-achieving graduates, or an integrated four-year professional degree in fields like law or engineering. Entry to a research (thesis) master's normally requires an honours degree or a postgraduate diploma.
Are a Graduate Diploma and a Postgraduate Diploma the same?
No: they are one level apart. A Graduate Diploma is level 7 (undergraduate level), typically a bridging qualification for career changers; a Postgraduate Diploma is level 8 (postgraduate level), deeper study that can ladder into a master's. Check the level number, not just the word 'diploma'.
How many credits is a year of full-time study?
The standard conversion is one full-time year = 120 credits. A bachelor's degree is usually 360 credits (3 years); a master's 120–240 credits; a postgraduate diploma 120 credits with at least 72 at level 8.
