Occupational Therapists in New Zealand: The Complete Guide

Occupational therapy is the quiet overachiever of the Green List’s health family: Tier 1, ageing-population demand, and a public-sector pay scale that crosses the immigration median wage at Step 1: a much better starting position than physiotherapy. The bar is OTBNZ registration.

Green List Position

Under INZ Appendix 13 (effective 9 March 2026), Occupational Therapist (ANZSCO 252411) sits on Tier 1 (Straight to Residence). The requirement: registration with the Occupational Therapy Board of New Zealand (OTBNZ); the registration qualifications column lists the Bachelor of Health Science (Occupational Therapy) and the Bachelor of Occupational Therapy at Otago Polytechnic or Wintec. Registration plus a compliant offer means you can apply for residence directly.

The Overseas Registration Process

OTBNZ assesses overseas qualifications individually. Document checklist (certified copies; certified translations for non-English documents):

• Two forms of ID (one with a photo)
• Occupational therapy qualification certificate, academic transcript, and syllabus / detailed course descriptions
• OET or IELTS results (if English is not your first language)
• Certificates of good standing from all current/previous regulators
• Criminal history check

Assessment components:

• Qualifications are evaluated by Board-appointed occupational therapists (WFOT-accredited programmes, clinical placement hours and course content are key factors; several Chinese programmes hold WFOT accreditation: verify your graduation year on the WFOT site)

Fees and timing: application fee NZ$1,265 incl. GST; processing about six weeks once complete. Current registrants in the UK, Ireland, Canada or South Africa may use the abridged pathway.

After registration, apply for a practising certificate (NZ$588 / 12 months or NZ$190 / 3 months): you need both registration and the certificate to work legally.

Jobs and Salaries: The Public Pay Scale Is the Story

Work settings: Health NZ hospital and community teams, mental health, aged care, ACC-funded rehabilitation, schools and paediatrics. Salaries:

Tier 1 occupations without a specified pay rate must meet NZ$35.00/hour (about NZ$72,800/year) when applying for residence:

• Health NZ Step 1 (NZ$79k): clears it immediately: the single biggest advantage OT holds over physiotherapy (where new grads start at NZ$53k–60k)
• Private and small-provider offers (NZ$52k–70k): may fall below the line: check hourly rates carefully
• Practical advice: take a first role with Health NZ or a large NGO, secure residence, then consider private work

Common Misconceptions

1. “Occupational therapy and physiotherapy are the same thing”: They are not. OT focuses on daily function and participation (equipment, home modification, mental health); PT on movement rehabilitation. Different boards, degrees and pay scales: but both Tier 1.
2. “Overseas registration transfers directly”: Only the UK, Ireland, Canada and South Africa have the abridged pathway; everyone else (including China) is individually assessed.
3. “Registration means you can work”: You still need the practising certificate. The good news: Health NZ employers reimburse APC fees.
4. “Public pay is the low option”: The opposite. The public OT scale (from NZ$79k) sits above most market-wide averages and is the safest route across the median-wage line.
